3/15/12: Top level high school prospects are relatively rare out of the state of Oregon, and Kelly ranks as both the best position prospect and best pitching prospect in almost two decades. The last first round pick out of the state was in 1994, when first baseman Matt Smith was the Royals pick at No. 16 overall. The last pitcher taken in the top three rounds was right-handed pitcher Steve Belcher by the Orioles in 1998. Smith never developed the power he was projected to develop and was out of the game by age 22. Belcher tragically died during spring training in 2003 due to heatstroke blamed on an excess of ephedra in his system. He made his Major League debut in September the previous season. Kelly is one of the few players eligible for the draft who has yet to clearly define himself as being better as a pitching or positional prospect as viewed by the scouting community. Lance McCullers, Joey Gallo and Rio Ruiz are also recognized for being legitimate two-way talents among the nation’s top prospects, but clearly project better on one area for the scouts. My personal feeling is that Kelly is a primary third baseman. He’s very athletic defensively at third base, the kind of defender who plays on his toes and is very quick laterally on ground balls and line drives. His arm strength is a clear plus tool both on the mound and throwing across the infield, and he has a flexible, quick release. Offensively, Kelly has a very nice load and hitting rhythm with a bit bigger leg raise trigger than some scouts prefer. He shows plus raw power from the right side and has nice lift in his swing when he’s pulling the ball. Kelly will get long at times and expand the strike zone, especially on offspeed pitches, but he handles high velocity stuff well. Surprisingly perhaps, Kelly is more polished on the mound. He has a simple, repeatable delivery and sits in the 90-92 mph range with minimal effort on release. For a pitcher who throws in the low-90s so consistently, it’s somewhat unusual that there have never been reports that he’ll touch 94-95 at times as most young strong armed pitchers do occasionally. That’s a sign for me that his present mechanics work well for him and he’s throwing in his envelope right now with his fastball. Kelly has shown less consistency with his breaking ball. I’ve seen him with a mid-70s curveball, but the best breaking ball I’ve seen him throw was at the 2011 Area Code Games, when he was throwing an 80 mph pitch I called a slider but which had tight, hard bite, good depth and was buckling hitter’s knees with consistency. Kelly has a changeup that still is in the developing stages, and he throws consistent strikes with all three pitches. If he can develop consistency with the 80 mph hard biting version of his breaking ball, I can see more and more scouts leaning towards his future as a pitcher. Kelly’s performance numbers don’t lean him in one direction or the other. He hit .473-14-51 as a high school junior and was 9-1, 1.64 on the mound. He played on the USA National 18U team and saw more time on the mound, going 3-0, 1.42 in 19 innings while hitting .286-0-4 while sharing time at third base. Kelly has signed with Oregon should he not take the professional route this summer and would be a dynamic two-way player at the college level if he got the chance.

Carson Kelly is a 2012 3B/RHP with a 6-2 200 lb. frame from Portland, OR who attends Westview HS. Square shouldered athletic build, very good present strength. Good hitting rhythm, simple hitting mechanics, quick and strong to the ball, line drive swing but flashes pull power and lift, drives the gaps, ball comes off the barrel hard, very good bat speed. Strong infield arm, compact release, good balance, feet work well, hands fair but playable at present. Also pitched, quick 6-pitch inning, steady 91-92 mph fastball, straight, sound delivery mechanics, high 3/4's release, showed nice sink on one change up, has shown good 77 mph CB in the past, want to see more of off the mound but potential top level prospect there as well. High ceiling talent, good student.

Carson Kelly is a 2012 3B/RHP, 1B with a 6-1 190 lb. frame from Portland, OR who attends Westview. Kelly has an athletic build, good actions in the infield, strong arm, showed good bat speed, has pop to all fields, ball comes off well, good hitting tools that project well, very good on mound as well, fast arm, goes at hitters, good mound presence, solid breaking ball, dominant in one inning of work. High level two way prospect that needs to be followed very closely.

Good strength in swing, lift in swing, good power potential, hard barrel contact, ball jumps off bat, very good hitting tools to work with. Also looked good on the mound with a High 3/4 arm slot and sat in the upper 80's.
